The report includes descriptions of the development of the updated Residential Baseline Study (RBS) model and the observations made from its outputs, as prepared for the Department of Industry and Science by EnergyConsult. The RBS draws on a bottom-up model which calculates household-level energy usage based on appliance use. The bottom-up model is then aggregated to state and national levels. Projections are made for as far forward as 2030.

Data fed into the model dates back as far as 1986 and includes appliance sales, usage, efficiency, life of product and standby power data. A building stock model was also developed to provide information on the building stock numbers by state and to inform building thermal efficiency estimates.

Note that the RBS modelling is subject to limitations in the data and that estimates were used to fill gaps where necessary. Note also that projections are based largely from current trends and can only account so much for changes in these trends.
