A review of issues and high-level policy options related to energy stress and hardship for disadvantaged households.
Funded by Energy Consumers Australia, the report collates and comments on energy research relevant to hardship and stress experienced by vulnerable households and draws on a consultation process that included over 120 community, environment and energy stakeholders. Findings include commentary on residential energy price trends and the proportion of annual income that consumers spend on energy. Much of the report is dedicated to proposals for future policy that is cognisant of vulnerable consumer needs and that mitigates barriers for choice. The report is national in scope, though draws on research conducted at both national and state levels. A mix of contemporary and historic research is drawn upon.
